Chongqing- To speed up the green and low-carbon development of Chongqing's urban and rural construction, the Carbon Peak Implementation Plan for Chongqing's Urban and Rural Construction was recently issued. 

The plan proposed that by 2025, new urban buildings will fully implement green building standards, with star-rated green buildings accounting for over 30%. 

By 2030, Chongqing will strive to reach the carbon emissions peak in urban and rural construction and achieve an internationally advanced energy resource utilization efficiency.

Creating green and low-carbon communities

Chongqing's urban and rural construction methods will fully realize the green and low-carbon transformation with carbon emission governance by 2060.

According to an official of the Chongqing Housing and Urban-rural Construction Commission, the plan is of great significance to transform the development mode of urban and rural construction, enhance the quality of green and low-carbon development, and build a better living environment. 

The plan sets out to create green and low-carbon communities to improve the building's green and low-carbon levels. By 2030, the coverage rate of urban residential communities will increase to over 60%, and the creation rate of green communities will reach 70%. 

Meanwhile, by promoting the construction of ultra-low-energy and low-carbon buildings, Chongqing aims to increase five million square meters of green renovation area of buildings in cities and towns by 2025. 

For example, by working on renewable energy in regional centralized cooling and heating, Chongqing aims to optimize the energy structure of urban construction.

To improve the efficiency of infrastructure operation, Chongqing will encourage green transportation, waste classification, reduction, and resource utilization. By 2030, the resource utilization rate of urban domestic waste will reach 65%. 

Chongqing will promote urban green lighting and improve water resource utilization efficiency. By 2030, the average urban recycled water utilization rate will reach 30%. 

Intelligent construction should also be encouraged with green and low-carbon building materials. By 2030, prefabricated buildings will account for 40% of new urban structures, while the proportion of green and low-carbon building materials in new urban buildings will increase to 80%.
