Themed on "Empowering with Data Elements·Steering through Digital Development," the Globalized Digital Economy 100 Forum combined online and offline approaches to discuss the frontier trends of the digital economy and seek future development in this field. The Forum aims to build an international high-end event in the digital field with openness as the guide, innovation as the driving force, and integration as the goal.
In his speech, Xu Xiaolan, Vice Minister of Industry and Information Technology, said that the new generation of information technology represented by 5G, blockchain, and artificial intelligence is accelerating its evolution. The digital economy's strategic, supportive, and leading role in economic and social development is becoming increasingly significant. In the first half of this year, China's digital economy maintained a good development trend, with active technology innovation, strong industry momentum, and rapid development of digital economy models. Chongqing is one of the first national pilot zones for digital economy innovation and development and has built a number of distinctive digital industry zones and gathered a number of unique digital economy enterprises, so there is great potential for developing the digital economy.
According to the statistics, from 2018 to 2020, Chongqing's digital economy grew by 13.7%, 15.9%, and 18.3%, respectively, and the scale of the digital economy has reached 638.7 billion yuan accounting for 25.5% of GDP. In the first half of this year, Chongqing achieved a regional GDP of 1.3 trillion yuan, of which the added value of the digital industry exceeded 100 billion yuan, with a growth rate of 35.4%.
At the forum, experts and industry representatives such as Li Bohu, Academician of the Chinese Academy of Engineering, Advisor to Science and Technology Committee of the Second Academy of China Aerospace Science and Industry Corporation, Madhav Sharma, Vice President of China (Shanghai) Branch of Indian National Institute of Information Technology gave keynote speeches.

Ling Xia, a Senior Consultant of the Chinese Institute of Electronics, also conducted the release of the result of the White Paper on New Generation Artificial Intelligence (2021) - New Dynamics of Data Elements. The White Paper comprehensively sorts out the high importance attached to data assets by the AI industry worldwide, analyses the supply-side optimization characteristics of data elements, and summarizes the mode and overall development trend of data elements.
At the end of the White Paper, four measures are proposed: giving full play to the spillover effect of data elements, strengthening the orderly sharing of data elements, accelerating the expansion of data elements, and comprehensively upgrading the value of data resources. The four measures aim to provide intellectual support for the industry's sustainable development and provide a reference basis for the industry authorities to formulate and introduce development strategies and policies.
