According to the opinions, Chongqing should shape a smart construction industrial system integrating the entire industrial chain based on digitalization of all construction links and the development of construction industrialization as a carrier and application of big data intelligence technologies in construction as a lever. As a result, it can fuel the digital transformation of the construction industry.

By the end of 2021, the city is expected to embrace a completed management platform of smart construction and a data center of the construction industry; develop over two online platforms for the construction industry and over ten pieces of professional software for smart construction; pilot 100 odd digital construction projects; carry out construction projects featuring industrialization-informatization integration that cover an area of over 15 million square meters; establish smart construction models and corresponding systems and mechanisms; form a relevant industrial ecosystem; build a relatively perfect modern construction industrial chain.

By the end of 2022, more than 30% of Chongqing engineering projects will adopt digital construction models; over 30% of industrial participants will realize digital transformation. By 2025, 100% of engineering projects will adopt such models; 100% of industrial participants are slated to realize the transformation; a slate of leading companies in the smart construction industry will emerge.

For that, Chongqing is about to further scale up the implementation and application of "smart construction sites," rate the smart application capabilities in terms of quality, security, cost, personnel, equipment, and process at construction sites, and drive the integrated application of Internet of Things (IoT), Building Information Modeling (BIM), e-signatures and e-seals, etc.
