On March 11, Chen Min’er, Secretary of CPC Chongqing Municipal Committee, conducted an in-depth survey on the resumption of foreign trade and foreign-funded enterprises in Xiyong Micro-electronics Industrial Park in Chongqing High-tech Zone.

On the second floor of the main workshop, the intelligent production lines have been put into operation in a bustling and orderly manner. After the outbreak, the company timely put a production guarantee in place, thus realizing the new growth of output value. Chen Min’er was very glad to hear that. He said that with a relatively complete industrial chain of Chongqing’s electronic information industry, enterprises should seize opportunities, fully exert their production and processing capabilities, seize the time to recover losses, attach more importance to strengthening R&D and innovation capabilities, and continuously upgrade to the high end of the value chain and supply chain.
The Chongqing plant of Saudi Basic Industry Corporation (SABIC) has realized a return rate of 100% owing to its highly automatic comprehensive production capacity. After the temperature detection, Chen Min’er entered the factory to inspect the implementation of epidemic prevention and control measures. An official of SABIC said that the factory has prepared sufficient anti-epidemic materials, strictly implemented closed-off management, and strengthened personnel temperature detection, which was recognized by Chen Min’er. In the mixing production line and product testing center, Chen Min’er got wise to the technological process and asked about the market sales. He encouraged enterprises to base in Chongqing, further increase investment, expand production capacity, continuously improve market competitiveness, and realize further growth.
New opportunities emerge during the epidemic
Chen Min’er pointed out in the survey that the open economy has provided crucial support for Chongqing’s high-quality development. The epidemic has had an impact on economic growth, but it has also created a significant number of new demands and new opportunities.
It is of necessity to thoroughly implement the spirit of General Secretary Xi Jinping’s important instructions, embrace responsibility, seize development opportunities, and further in attracting investment, establishing a business, and stabilizing the market. Moreover, it is necessary to make a coordinated effort to facilitate customs clearance and carry out epidemic prevention and control at ports, ensure the smooth clearance of key materials, and strictly prevent the input of epidemic from abroad.
Chongqing should continue to optimize the business environment, implement the Foreign Investment Law and its supporting regulations, carry out policies and measures to stabilize foreign trade and foreign investment, and foster a market-oriented, legal, and international environment.
Subsequently, Chen Min’er randomly inspected the resumption of business and consumption in the Times Paradise Walk in Daping, Yuzhong District. At the entrance of Hall A, many citizens entered the shopping mall through with the verification of “Yukang Code.” The related staff introduced that the number of people visiting the shopping mall continues to increase, and business activities here are gradually restored. Walking into the mall, Chen Min’er communicated with the merchants and asked about the rent and sales. He told the person in charge of the mall that the mall is a densely populated place, and hence they cannot slack off on epidemic prevention and control. Chen Min’er said that expanding consumption can make a significant contribution to reducing the impact of the epidemic. As of now, Chongqing has continuously maintained good momentum on epidemic prevention and control. While continuing to resume work and production, Chongqing should hammer at resuming business and consumption to speed up the restoration of production and life.
Chongqing should strengthen the overall planning and arrangement, give priority to classified guidance, and advance the business service industry to resume operation under the premise of carrying out epidemic prevention and control. It should also further the upstream and downstream enterprises, production, supply, and marketing enterprises, and large, medium and small-sized enterprises to return to work in a coordinated manner, to better meet the diverse consumption needs of residents.
