On November 21, the China-Singapore (Chongqing) Dedicated Connectivity Channel Development Forum, the first forum on bilateral cooperation in the information communication industry of China, was held at Xiantao Big Data Valley.

Over 400 attendees included leaders from the Chongqing Municipal People’s Government, Ministry of Industry and Information Technology, Singapore’s Infocomm Media Development Authority (IMDA), competent departments of Sichuan, Guizhou, Gansu, and other Western China provinces and municipalities. Others were experts from relevant industries and heads of leading Internet enterprises such as Alibaba Group, Tencent and Singtel of the two countries.
The Forum was to enhance promotion and boost communication and cooperation for creating a smart era and sharing smart fruits.
Attendees from competent information departments of Western China provinces and municipalities stayed in Chongqing to discuss cooperation-related issues. Seven parks incorporated in the China-Singapore (Chongqing) Dedicated Channel on International Internet Data (IDC) are Liangjiang New Area’s Digital Economy Industrial Park, Yubei District Xiantao Big Data Valley, China Intelligence Valley (Chongqing) Science Park, Yongchuan High-Tech Zone Software Industrial Park, Xiyong Micro-Electronics Industrial Park, Yuzhong District Blockchain Industrial Innovation Base, and Dadukou District Mobile Internet Industrial Park. The first group of participating leading companies included Tencent and GDS. Over 200 companies attended the Forum.
IDC features the bandwidth of 260Gbps; latency is about 70-80ms and packet loss is no greater than 0.5%, which is 75% and 80% lower than the Internet respectively. Therefore, IDC is expected to offer better network experience than the Internet.
It has been under the spotlight over the last two months since the opening and 21 enterprises from China and Singapore have applied to develop cross-border data exchange and information technology applications.
The Forum was to enhance promotion and boost communication and cooperation for creating a smart era and sharing smart fruits.
Xiong Xue, Vice Mayor of Chongqing and Secretary of the Party Working Committee of Chongqing High-tech Zone, said at the Forum that Chongqing would work to advance intelligent manufacturing, accelerate transformation and upgrading of traditional industries, coordinate popularization of smart equipment, foster new intelligent manufacturing systems, and encourage enterprises to apply cloud services and platforms. With efforts to develop itself into an important city of the smart industry, Chongqing will build 10 industrial internet platforms, 50 smart plants, and 500 digital workshops and conduct intelligent transformation on 5,000 major enterprises by 2022.
According to Xiong, the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI) has obtained great achievements: 169 projects valuing USD 26.3 billion have been signed; IDC has become a landmark project of CCI.
Xiong proposed three suggestions on IDC development at the Opening Ceremony. First, work together to strengthen policy innovation. The two parties should speed up the establishment of a policy system that is led by the market and guided by the government to serve the Belt and Road Initiative. They are also encouraged to set policies, which have demonstration effects and are of business value and to put forward innovative measures, which are market-oriented.
Second, work together to improve coordination in supervision. Chongqing and Singapore should build a sophisticated cross-region data security supervision mechanism, upgrade the security level of data transmission and better the capability to protect data security.
Third, work together to expand application fields. They should diligently explore new application scenarios, find new markets and facilitate extensive cooperation in telemedicine, distance education, smart logistics, Ultra HD video transmission, cross-border e-commerce, etc. Moreover, they should consistently reinforce the influence of development.
