On July 25, Mr. Tang Liangzhi, Mayor of Chongqing, met with Andreas Gerstenmayer, the Chairman of the Management Board of AT&S Group, and his colleagues to sign a cooperative agreement between Liangjiang New Area Government and AT&S Group. Mr. Xiong Xue, a Deputy Mayor of Chongqing, was also present.

Mr. Tang, on behalf of the Party Committee, the Municipal Government and Mr. Chen Miner, the Party Secretary of Chongqing, welcomed Mr. Gerstenmayer and his colleagues to boost project cooperation in the city. According to Tang, during an inspection visit in April to Chongqing, President Xi Jinping assigned the municipal government a new significant mission of making the best of its “Four Strengths” and playing the “Three Roles" (a supporting role in pushing the Great Western Development Strategy, a leading role in constructing the Belt and Road and a demonstration role in the green development of Yangtze River Economic Zone). Currently, to implement the mission given by the President, Chongqing is endeavoring to push high-quality development and create excellent living conditions for its citizens. For this purpose, it highlights the development of a more open economy and the enhancement of environmental protection. The goal is to achieve new accomplishments and breakthroughs in a unique pattern formed from the Great Western Development Strategy.
AT&S is the largest manufacturer of high-end semi-conductor packaging substrates and high-density printed circuit boards. It has established a good partnership with Chongqing and operated in alignment with the government’s innovation-driven development strategy led by big data and intellectualization. The company seeks to further the strategic cooperation between both parties by accelerating the construction of the AT&S Project III, to achieve mutual benefit and a win-win result by promoting a high-quality development of the electronic information industry of Chongqing. Departments and district governments concerned are required to take proactive measures to provide favorable conditions for cooperative projects between the parties.
Mr. Gerstenmayer expressed his gratitude for the strong support and first-rate services provided to AT&S from the Chongqing government. He indicated that the excellent atmosphere of innovation, rapid transformation, and upgrading, as well as the great development prospect for electronic information industry in Chongqing, was owed to the great attention from the government and the party committee. "AT&S will intensify its strategic layout in Chongqing and assist in high-quality development of the city utilizing constant expansion of the industrial chain, improvement of the value chain and perfection of the innovation chain," said Gerstenmayer.
According to the Agreement, the Phase-III Project will be operated by AT&S (Chongqing) Co., Ltd. and is planned to involve an investment of 1 billion euros in the establishment of a new factory. The factory, expected to go into operation by 2021, will be engaged in manufacturing of high-end semiconductor packaging substrates applied to high-performance computation modules.
AT&S (Chongqing) Co., Ltd. is the second wholly-owned company in China by AT&S Group. The Project was launched in March 2011 and divided into three phases. The investment involved was estimated to reach 480 million euros by the middle of 2017. Products of the first phase are world-leading semiconductor packaging substrates. Upon entering the market, these products would turn AT&S Group into one of the only three in the world and the only one in China new-generation high-end semiconductor packaging substrate manufacturers.
As the demand of the industry for micro miniaturization and modularization keeps rising, AT&S Chongqing sets system-level packaging printed boards, a new generation of high-tech printed boards, as its products for Phase II.
The completion of the Chongqing factory is expected to intensify the Group’s unapproachable competition strengths in the high-end market and its long-standing, sustainable profitability and also further improve the company’s potentials in developing new technologies of core businesses.
